No, there is no minimum number of agents on the Starter, Team or Business plan. You pay only for the agents you have, at the per-agent price of your plan.

Business plan: no limit in practice
The Business plan has no agent limit, but there is a theoretical point where the Enterprise plan becomes the better deal. Business is billed per agent ($59 per month on monthly billing, $49 on annual billing). Enterprise is a flat fee that includes 80 agents. From about 68 agents on monthly billing, or 66 on annual billing, Enterprise costs less than Business. Legacy plans
The legacy Small, Medium and Large plans also have no minimum number of agents and no agent limit.
